In special called meetings Wednesday, Dec. 21, Jacksboro ISD and Perrin-Whitt CISD board members approved a combined reinvestment zone for three solar farms, as well as a reinvestment zone for a wind farm.
The three solar projects from Hecate Energy, named Dovetail 1, Dovetail 2 and Dovetail 3, and the RWE Renewables Development wind farm project will need to have an appraised value limitation on the property which was approved by the board.
The RWE wind farm project construction is expected on both sides of State Highway 59 north of Cundiff, according to JISD Superintendent Brad Burnett.
The Dovetail solar projects will be located in a reinvestment zone in the southern portion of the county, with one of the projects within JISD, one of the projects overlapping both JISD and PWCISD and one of the projects within PWCISD.
The board also approved Chapter 313 agreements with the groups pending State Comptroller Glenn Hegar’s of_ce doing an economic impact study. Hegar’s of_ce said it would no longer be doing economic impact studies, which would effectively shut the door on agreements.
Burnett said in a Thursday, Dec. 22 interview that the district’s legal team is working with Hecate Energy’s legal team to force the comptroller’s of_ce to do their job. The comptroller’s of_ce no longer doing economic impact studies would negate any Chapter 313 agreements. If those agreements are not happening, it would negate a potential bond issue by the JISD.
A facilities vision committee had been meeting this past fall to see the district’s needs and was expected to make its presentation to the board before the last day to call a May bond election Feb. 17. The board considered and approved an ex- tension of time to allow additional time for the comptroller to complete its job.
In other action, the board approved a guaranteed maximum price for the Jacksboro High School gym project of $5,441,434. The district has been working with M&F Litteken, the construction manager at risk, and authorized construction to begin and Burnett to conduct contract negotiations and business with Litteken as it relates to the project.
Burnett said the high school gym deconstruction project is expected to begin in February with gym construction expected to begin sometime this summer once the school year is complete.
PWCISD also had a special board meeting Wednesday, Dec. 21 and approved a reinvestment zone and two applications from Hecate Energy, Dovetail Solar 2 and Dovetail Solar 3.
The Dovetail Solar reinvestment zone is west of Perrin along FM 4 and FM 2210 and also Barton Chapel Road, as well.
