According to the department, proposed amendments must be approved by at least two-thirds of members of both the Texas Senate and the Texas House of Representatives to appear on the ballot. Once on the ballot, state registered voters will have the opportunity during the Nov. 2 election to approve or reject the amendments with a majority vote.
