When Jack County Commissioners Court convened Monday, members heard from David Medanich, vice chairman of First Southwest on funding options for proposed repair projects at the courthouse.
“There are several instruments which could be used to finance the cost of these projects,” said Medanich. He offered arguments for and against a general obligation bond, certificates of obligation, contractual obligations, tax notes and revenue bonds.
In his presentation, Medanich included an amortization schedule for funds totaling $1 million over 20-year and seven-year periods. Court members plan to review the proposals and may take action at a future court meeting. Under the consent agenda, commissioners approved the Treasurer and Auditor’s Monthly reports, and authorized the Tax Assessor-Collector to calculate the effective tax rate for fiscal year 2011, including notice to the public by publication. Also approved were resolutions in support of continuation of funding of the Helen Farabee Regional MHMR Center and appointing and reappointing two members of the Nortex Housing Finance Corporation. Court approved the schedule of fees for the Jack County Sheriff’s Office and Precinct 1 Constable and a performance bond for Deputy Eldon Ray Hannah. Also approved under the consent agenda was the renewal of the county employee health insurance plan with the Texas Association of Counties Health and Employee Benefits Pool.
County Judge Mitchell Davenport presented a document prepared to correct a deed from Circle J. Land and Cattle Company for 3.33 acres filed incorrectly in May 2004. Court members approved the execution of the corrected document. Court members also directed Constable Keith McConahay to begin the search for a replacement vehicle for use in his service to the county and bring back a report for the next meeting. Following lunch, commissioners reconvened for a budget workshop. |
